2019世界新能源汽车大会7月2日在海南博鳌召开。对大会的召开表示热烈祝贺。指出，当前随着新一轮科技革命和产业变革孕育兴起，新能源汽车产业正进入加速发展的新阶段，不仅为各国经济增长注入强劲新动能，也有助于减少温室气体排放，应对气候变化挑战，改善全球生态环境。

With a new round of scientific and technological revolution and industrial transformation in the making and rising, the new energy vehicle industry is entering a new stage of accelerated development, which not only adds strong new drivers to the economic growth of various countries, but also helps reduce greenhouse gas emissions, cope with climate change and improve global ecological environment, Xi noted in the letter.

新能源汽车指采用新型动力系统，完全或主要依靠新型能源驱动的汽车，具有能耗低、污染物排放少等特点，主要包括插电式混合动力汽车、纯电动汽车和燃料电池汽车。今年6月，发改委、生态环境部、商务部三部门发布的《推动重点消费品更新升级 畅通资源循环利用实施方案(2019-2020年)》提出，严禁各地出台新的汽车限购规定，坚决破除乘用车消费障碍;各地应大力推动新能源汽车消费使用，不得对新能源汽车实行限行、限购，已实行的应当取消;方案还提出鼓励地方对无车家庭购置首辆家用新能源汽车给予支持，鼓励有条件的地方在停车费等方面给予新能源汽车优惠等。此外，方案也提出了大幅降低新能源汽车成本、稳步推动智能汽车创新发展、持续提升汽车节能环保性能等方面的内容。
