They democratize medical information by granting individuals direct access to their own health data, fostering informed participation in care decisions. This transparency enhances autonomy. Furthermore, DHRs are the technical backbone for interoperability, crucial for initiatives like “cross-institution recognition of lab tests,” which eliminates redundant procedures and facilitates coordinated care. On the other hand, the aggregation of sensitive data into centralized systems creates a high-stakes target for cyberattacks, risking catastrophic breaches. More insidiously, this data could be exploited for non-medical purposes, such as discriminatory pricing by insurers or prejudicial hiring decisions, thereby commodifying human health and undermining social equity.

Consequently, the debate should transcend a simplistic dichotomy. The paramount objective is to establish a robust legal and technical framework that prioritizes granular patient consent, strict purpose limitation, and severe penalties for misuse.
